Alternative sources of code for AWKScript tool

Add a data-manager that is able to fetch code for the AWKScript tool and store it in a data directory. Add the option to the AWKScript tool to use these pre-loaded scripts along with specifying a URL to fetch the script at runtime.

This is important to minimize the embedding of code within workflows.

Once done, the IslandCompare workflow should utilize this functionality to pull the scripts directly from the github repo.
