Add has_ai_application field to DataStandardOrTool

Identify which standards in the registry have relevance to AI applications and add a tag to the collection value called has_ai_application

We are defining "has AI application" as "this is a standard people will need specific knowledge about when developing AI methods"

Some applicable standards for this can be seen in column E here: https://docs.google.com/spreadsheets/d/1MhnajUv9EtmOGf9ACUJ4kruL0v6tU1Kz2SLwnwlzIrg/edit?gid=0#gid=0 (note: some of these standards are missing and should probably be added; for example: H5AD)
