Add an option to allow for constraining versions

It may be useful to have an option to constrain the collection versions returned by the API, even if versions outside that range exist in artifactory or upstream.

Sometimes a collection or other tool pulls in dependencies, but may not use proper version restraints, or as an admin you may want to restrict the versions available until they can be tested/vetted.
