Description

Under specific conditions, creating a new tab group does not appear unless scrolling up on the webpage.

Steps to reproduce

Please note the pre-requisite to replicate the issue.

  1. Set the toolbar to the bottom
  2. Must open a new tab
  3. Scroll down on the webpage to hide the toolbar.
  4. Once toolbar is hidden, press down on Link and add to New Tab Group
  5. Tab Group does not appear. Only becomes visible once you scroll up, not down.

Expected result

New Tab Group should be visible immediately after creating and should not require the user to scroll up or down to become visible.
