Description

Our IPFS binary on Windows is signed with an Authenticode certificate that expires in August 2023. We need to release a new version that is signed with our renewed certificate, which expires in August 2024.

The devops code has already been updated to sign the next version of the IPFS component with the new certificate. We only need to release a new version. This needs to have a higher version number, so clients receive it.

Maybe this could be a good opportunity to update Kubo to 0.21.0?

sgtm, Kubo v0.21 shipped this Monday, see #31453, creates the opportunity you need to fix this
