Add an event for when layers are saved from the layers panel.
should avoid using this when a processing algorithm saves a layer if avoidable.

Add UI row for the event
Default event to handle in the config and restore_settings methods

Nice to have:

Select sound effect by exported format type as described in Allow layerAdded to have different sound effects based on layer format #2, would require a separate method
