Split the layersChanged canvas event to indicate if a layer was added or removed.

Requirements:

add new property for the QgisSoundEffects class to hold previous layers, either list or object.
add new method to play based on the change made
change UI to support splitting into 2 events
add events to default JSON
make sure restore_settings and configure handle the change to avoid crashes
