Incorporate Road Group-granularity WARP tracking into dashboard

Should help with #121.

To save effort in collecting figures + allow prioritisation with finer grained information

Could also be worth getting rid of invalidation process, WARP counts being accumulative, can just keep updating figures for different Road Groups and dashboard will take care of getting summary figures

From Eran discussion:

  • Committee room sends via WhatsApp, Eran enters figures
  • He had his own spreadsheet with all road groups for polling districts,
    • Maybe we can have template spreadsheet like this and can connect to
      dashboard somehow, so other people can use same process
    • Or: could incorporate into dashboard in some way (see Eran's
      spreadsheet)

      • All info here is in Contact Creator apart from GOTV priority (from
        Insight) and travel link (they come up with, just for people sending
        out WARP sheets to know)
