automod: identity requires (not nullable) on AccountContext?

I can't remember why I implemented it this way originally... maybe de-dupe (ptr), or maybe there are some edge cases it isn't available? But it makes a bunch of logic weird; the idea of a record or account event w/o identity metadata available doesn't really make sense.
