frontend: dev configuration: UI improvements

Current behaviour

1. Development mode has a blurring component, but the controls for blurring are presented as general development configuration instead of specifically for the development mode toggle, which is confusing and unintuitive:
   
2. Some configuration options are unclear
3. The system logs table can be cumbersome to navigate

Expected or desired behaviour

1. The blurring control should only appear when dev mode is turned on, and should be grouped with the dev mode toggle so it's more clear that they're related
2. Configuration options should have additional info available (e.g. to explain data privacy and application performance implications)
   • Also, BlueOS settings sync should potentially be in the General settings instead - as I understand it it's more of a user/connection related setting than anything to do with development troubleshooting / statistics...
3. It would be nice to be able to flip the sort order to newest at the top, and to sort by number of events / log file size
