Better digital PTZ control

Add the ability to hover over the part of the image that the user wants to enlarge. Then use the mouse wheel to zoom in and out. After zooming in, the user should be asble to left-click and hold to move portions of the zoomed video in and out of frame and keep the subject enlarged and centered.
