Fonts KCM is provided by plasma-desktop. It would not be realistic to have whole plasma-desktop and system settings in mobile environment.

Further I learned yesterday that Theme kcm in plasma phone settings already have option for adjusting font sizes but was disabled. I enabled it in http://commits.kde.org/plasma-settings/e0968c95d88123d3ebe05fca6108ae7420701b68
