Kvantum: change some settings of KvantumAlt and save as KvantumNetBlack #180

lets take KvantumAlt and make a new KvantumNetBlack theme from it with the following modified settings from it:

I fail to see a difference to the settings we ship already. We have the same settings already checked in 19.01. I checked the screenshots of the configuration now twice and all the boxes are the same and even the spinwheels and dropbox options are the same.

now exactly that happened... :/ i updated netrunner debian via enabling testing and all the marks who were set got fully reset.
So we need this for both versions, Debian and Rolling.

I checked it. We never configured KvantumAlt before just used the 0.10.8 version as it shipped with the configuration we liked.
The new version 0.10.9 changes the defaults of KvantumAlt. So yeah we need to ship our own kvconfig file so upstream cannot overwrite it with new defaults for future Netrunner releases.
