Do a basic Locale settings kcm, where you overall choose a "Default Locale Layout" and all other settings are set accordingly:

German - Country - keybaord layout - timezone - time format - language packs - etc.

Maybe in ubiquity, this could be done before the usual adjustments like timzone, keybaord, etc. instead of the first page of "Language".
