make it possible that the resurceloader loads and executes resources first which are "above the fold" so visible in the first viewport a user sees and load the rest of the page afterwards in addition to:
#164

As it stands, the resource loader will add resources to the loading queue based on their order in the DOM.

Please note that this does not mean we have implemented prioritisation of resources.
