Location and animal identifiers overconstrained

For general purpose interchange, as opposed to meeting VMR2013 requirements, the allowable identification schemes are overconstrained. E.g. where CPH numbers are unavailable/wish to be masked.

TODO: allow "source system" as identification scheme and define superset of standard for VMR2013 and VMR2019 for validation purposes
