Add --bids-filter-file option to command-line interface

It might be useful to allow users to provide a filter file to the command line.

Given that there aren't target variables like there would be in BIDS Apps (e.g., "bold" for the BOLD files), the actual structure of the filter file will need to be somewhat different from other, similar cases.

We'll want to support non-overlapping queries as well, so perhaps a list of dictionaries? For example, if users want to report on DWI scans from the first two sessions, but BOLD only from the first session, we might do something like this:
