FOAs I've looked at consistently differ in requirements depending on whether you're submitting to PAMS or grants.gov.
Project summary is one page total in PAMS, while in grants.gov you can have one page for the team and one full page for the abstract.
In PAMS, bio sketches and current and pending support are appendices 1 and 2, whereas in grants.gov, they're entered separately from the main proposal document.
It should not be hard to add a toggle, probably in CONFIG-proposal.tex, to indicate intended destination and have the template adapt accordingly. (Or it could be done manually.)
For the bio sketches and C&P, we might be able to provide two options for ordering:
The order of CONFIG-investigators.csv (the recommendation is by institution with PI first)
Sorted by last name
Note that on most filesystems, case of filenames is important, and this is a consideration in naming conventions for the bios and C&P files. I had some problems trying to use \MakeLowercase.
