Support intermittent detections

Some continuous videos will not need detection every single frame. It should be possible during inference to specify that only one every X frames is inferred.

Probably some effort is needed to make sure this is then picked up correctly in the behave app. Mostly the detailed detection timeline should not show the frames that don't were not inferred.
