Describe the task
Update the user interface to improve the clarity and functionality of the dataset upload process. This task involves changing the template download button to be more user-friendly, adding a tooltip for inactive areas, and improving the overall upload flow.

Purpose
To enhance the user experience during the file upload process by providing clearer options, better guidance, and smoother interactions.

Acceptance Criteria

• Template Download Button: The template download button should now appear as a standard button, visually consistent with other buttons in the system, for easier user identification.
• Tooltip for Drag-and-Drop Area: A tooltip should appear when hovering over the inactive drag-and-drop area, guiding the user to delete the existing dataset to activate the area and upload a new file. "To upload another dataset, please delete the current dataset by clicking the delete icon next to the file name and size."
