Proxy not working at 8063 port

I installed and set up the proxy, when I ran the js file, it also showed me proxy running at port 8063,
but when I try to use the proxy from the browser, it doesn't load any webpage and give connection error page.
i feel that proxy might have an local address and global address issue.
how can i solve this and run the proxy on global ip address, i tested this on digital ocean node.
