Optimize Large Data Sets when displaying in the CP

Description

Large Data sets may only need to be reviewed in the CP and exported as part of a workflow. Can we improve the user experience in the CP by having a standardized way to limit a Data Set query?

Example

Add a Data Set Setting to only display X results in the UI. So the UI is just a sample of the first 10 or 20 entries by default and then someone can export stuff with all the data. Maybe this is a Per-report setting that defaults to 20 and if the limit is set, shows a line at the bottom of the report results indicating more is available if you "Download CSV". To display all rows, leave that field blank. Or an Dropdown field could give a shortlist of options like "10, 25, 50, 100, All, Custom" where custom toggles an additional field for any number the user desires.
