Add support for persisting multiple polling periods' results.

Last year we had to reset all of the sessions' vote totals in between polling periods. This was due to only tracking a single "total_votes" property. Since we know there will be two polling periods we could control where vote tallies tabulate through an admin page. I would like to see this not be limited to one or two sessions and instead be handled more abstractly.
