User request for a new OS release for Jetson Nano and TX2 NX containing L4T version 32.7.4 instead of 32.7.3, mainly for the CTI Photon and Quark carriers.

Requires CTI to also provide support for L4T 32.7.4

32.7.4 not yet supported by CTI BSP https://connecttech.com/product/orbitty-carrier-for-nvidia-jetson-tx2-tx1/
