Since PHP 7.4 is EOL, shall we bump to 8.0 in pantheon.upstream.yml?

I support this 👍🏼 ...we've had support for php 8.0 for some time now, and it will make sites run a bit faster 😉

Related question: since Drush 8 doesn't seem to run well on PHP 8, do we also want to strip out Drush? Can we add bee here somehow?
