context

In case where less than 2/3 of voting power being active in sending finality signatures, finality will stall. We need a recovery procedure for such a case. Basically, this involves social consensus to remove inactive finality providers and restart the chain. This procedure includes:

  1. Identify finality stalling
  2. Create an emergent upgrade
  3. Apply the upgrade in a distributed manner
