TYPO3 Core uses templateRootPaths.10 to define the root paths of a site packages' template whereas "EXT:cta" is overriding this via tt_content.cta.templateRootPaths.10 = EXT:cta/Resources/Private/Templates

It would be much more beneficial, if this would be set to "0" so the constants from styles.templates.templateRootPath would use this.
