Display error if creating project fails #330

Currently if creating a project fails (For example azavea/climate-change-api#801), we do not show any feedback in the UI. The user must open the development console in order to see that clicking the button did have an effect, but the action failed. We should catch failures and display an error message to let the user know that something happened, it just didn't work.
