How to build locally?

There's no build script in the root package.json of this repo, so it took some experimentation to figure out how to actually build. I'm still not sure I got the build steps right.

What's the sequence of commands that people who want to create PRs should use to build this project locally?

This is a good point. The pretest script calls tsc to build. Making a build script is a good idea.
