Obsolete old rules

In order to prevent urgent tickets like this: https://avni.freshdesk.com/a/tickets/3138 complexity of code, needs to be decreased. So as part of that rules in rules table can be made obsolete.

AC:

• Continue to run rules from avni-health-modules(Rule registry)
• No need to run from rules table in webapp and client
• Remove tables, code, etc., related to it.
