Broken functionality for Super Admin after introduction of metadata privileges #1410

This card is to consolidate broken functionality for super admins after the introduction of metadata privileges.

Super admins cannot access report cards which have an icon configured. The call to /media/signedUrl fails with a 500 "Access is denied" error and the page errors out.
