On cancellation of the visit, Form Validation Rule is not getting executed.

Describe the bug
When a user cancels a visit, the validation rule that is supposed to be triggered is not being executed.

To Reproduce
Steps to reproduce the behavior:

1. Create an Encounter.
2. Write some statements in the Validation Rule of the Cancellation Form.
3. Try to cancel the visit.
4. See the logs to check if the validation rule was executed.

Expected behavior

• On Cancellation of the visit, Validation Rule is supposed to be triggered.
• Also check the case for exiting of enrollment
