In the draft encounter the logic is not working as expected

In the org cini for the monthly report we have the logic to hide the options. but logic is not behave as expected

env : prod
org :cini
user : dinesh@cini_uat

Steps to reproduce:

1.Login to the app
2.Register the school
3.Monthly school Monitoring click on the encounter
4.Fill and come to page without saving the draft
5.Again click on the Type of print rich all option displayed

Expected : option should not displayed as per the logic
Actual : all the option is displayed
