Edit and cancel scenario handle in the rule level

As discussed in the Goa sprint we need to edit and cancel scenario in the rule level

Description:
1.If we Complete the encounter A
2.Which will schedule the next encounter B
3.Complete the encounter B
4.Which will schedule the next encounter C
5.If i go and edit the encounter A
6.It schedule the encounter B again will leads to duplicate data
