In group subject sync, in a page if all the member subjects are missing then sync service errors out in updating last modified date time and sync fails #1279

Reproduce

Subject 1 in location 1 (member type)
Subject 2 in location 2 (group type)
Add Subject 1 to Subject 2 as member
User Catchment with location 2
only one group subject in this catchment
Run sync
