Describe the bug
Filter Subjects by Date range filter doesnot return expected results always.

To Reproduce
Steps to reproduce the behavior:
Search for Subject with a "Date" dataType concept DateRange filter
The startDate and EndDate when specified as the same value, returns empty list even if entries are present for that date value.

Expected behavior
Search for Subject with a "Date" dataType concept DateRange filter , with same date for startDate and EndDate should return entries if present.

Work-around
Modify the filter spcified to have the startDate to one day previous, it'll then work correctly and return entries entries for the same date as the "StartDate+1 to EndDate".

Issue reproducible for Goonj organisation, Inventory SubjectType., DispatchReceivedDate filter. (date: 2023-08-24)
