Integration test with backends and instruction for downstream testing #165

For #164 to be practical, we need these 2 things:

Set up infrastructure for integration testing here. That is, we pull the backend packages that claim to support our Protocol and then run tests to make sure they really do.
We give downstream packages instructions for them to test against the Protocol in this repo themselves.
