Describe the bug

Related to #1732, the default Runtime version is quite low: currently 5.0.1, which is already out of support. I suggest defaulting to the latest Runtime version.

Could we attempt to hit updates.astronomer.io to get the latest when we init a project? If that fails then maybe fallback to a hard-coded version?

Options:

  1. Error out without a fully qualified runtime version
  2. Auto update the default on new CLI releases
