Tool install to "relaxed" version

When I run rye tools install -p 3.11 nvitop I get this error:

error: failed to create target folder (at 'C:\my\path\to\rye\py\[email protected]')

Caused by:
    Cannot create a file when that file already exists. (os error 183)

That path is a shim that points to C:\Python311\python.exe and there's also a [email protected] shim that does the same.

However, if I do rye tools install nvitop and then edit rye\tools\rye-venv.json to point to the [email protected] shim instead, that works just fine.

Am I missing something? What am I doing wrong?
