rye sync failed to initialize pip-tools venv

With a freshly installed rye:

If I run rye sync again:

Caused by:
    0: unable to run pip-compile
    1: system cannot find the specific file。 (os error 2)

After some test, it seems that the problem is related to the Python version 3.11.3.
If I pin Python to 3.9 or 3.10, then no error occurred.

Would be interesting to know if you can reproduce this after wiping ~/.rye and reinstalling rye.

What happened in my case is after upgrading rye, it detected that its internal tools were out-of-date, but somehow it actually failed to update and it deleted the "self" directory entirely and I couldn't find any command that would properly restore it.

It should auto restore on installation or update. It might be that this does not work reliably though.
