This is specific to the broker.

GitHub has a very simple webhooks subsciption model - you select a repository and choose several event types (Pull Request, Issue etc.). We might want to be more fine-grained in our subscription model (eventually): "Zenodo DOIs of type 'isNewVersionOf' or 'isPreviousVersionOf'".
