Change the effective speed of wheel

This would be a good idea to add an attribute to control the speed of scrolling while using mouse wheel. Something like this :

</div>

Alternatively, ability to set scroll speed in global scrollbar options would be great. I find that sometimes it scrolls too fast on low resolution screens.
