The charypar-nagel util scoring function is implemented here: https://github.com/arup-group/pam/blob/charypar-nagel/pam/scoring.py (branch)

tasks:

refactor to a general scoring module
build test cases
check it is consistent with MATSim (there seem to be some discrepancies)
