Describe the request

IDE2 should remember the query, type, and topic (where applicable) filters between app stop/start cycles.

Describe the current behavior

IDE2 does not restore the widgets. No query is specified. Hence, all items are visible in both widgets.

feat: support updates in lib/boards widget

 - better hover for libraries and platforms,
 - save/restore widget state (Closes arduino#1398),
