nvapi-hi: gpu.reset_vfp() returns NVAPI_ERROR #6

Everything else works great so far except reset_vfp(). This is running on Windows 10 64-bit and NVAPI library version 465.89.

This has been broken for ages but is being worked on in the vfp branch
(see also: arcnmx/nvoclock#3)
