On this page: https://archivesspace.github.io/tech-docs/administration/indexes.html it says “A soft reindex updates the existing documents in Solr without directly touching the actual index documents on the filesystem. This can be done while the system is running and is suitable for most use cases.”
In the past it did work that, if you deleted one of the index files while ASpace was running, ASpace recreated it within a few seconds and kicked off a new round of indexing. Now (and I’m not sure what changed this, perhaps the version of Solr) you can still delete the file while the service is running, but ASpace does not recreate it until you restart the system.
