(Checkstyle 4.4) Include checkstyle-all.jar in default configuration.

The 4.4 configuration does not include checkstyle-all.jar, which means Ant
tasks cannot be defined easily.  

The attached update adds checkstyle-all.jar to the default configuration.

FYI, revision 512 broke all the dependencies of checkstyle 4.4. This may be 
causing
the problem. I have repaired the damage in r813.
