Add homogeneous tabular data circuit construction template

Add a circuit construction template like circuit_templates.image_data as to simplify the construction of circuits over tabular data of the same type (e.g., continuous or finitely-discrete). The region graphs supported should be either the random binary tree or the chow liu tree.
