Playing Vimeo video with privacy settings

When you embed avimeo video on a page in an iframe it bypasses the privacy settings and plays on the page. When you call the video from data-video-id="000000" it comes up with an error message
Sorry Because of its privacy settings, this video cannot be played here.
How can I override this? Thanks,

Sorry. I can't fix this issue. Because the cause is not modal-video but vimeo.
