Associate billing account to v5 project when project id is associated with BA in SFDC

As per discussions over Slack and calls, we need to adapt the salesforce consumers code to update billing account (BA) for the v5 project when the project id is set on an active billing account (BA) in SFDC. As of now we, update the billing account for the v5 project only when a BA is activated from inactive state.
